What is a State Implementation Plan (SIP)?

States are required by the federal Clean Air Act (CAA) to develop and maintain a state implementation plan (SIP) that provides the state's air pollution control strategy for meeting the requirements of the CAA. The SIP is submitted to the U.S. Environmental Protection Agency (EPA) and includes the specific state rules and state plans that make up the state's air pollution
control strategies.
