Environmental Emergency Response Assists Division of State Parks with Training 

SPCC TrainingOn November 6-7 and 28-29, and December 4-5, 2007, Rick Gann, Brian Allen, Wendell Hall, Mary Litvan, Cindy Starke, Skip Ricketts and Alan Cortvrient from the department’s Environmental Emergency Response (EER) Section attended the regional spill prevention, control and countermeasures (SPCC) training exercises sponsored by Division of State Parks (DSP).  The training was for DSP employees who have petroleum storage at their respective facilities located throughout the state. 

The training at Brookfield was held on November 6-7, at Lebanon on November 28-29, and the training at Festus was held on December 4-5 at Meramec State Park.  The training events were delivered over two days with the first day in a classroom setting with the main topic being SPCC and spills response.  On the second day, additional spill response issues were discussed and a staged exercise was conducted in the field.

SPCC Training ExerciseThe EER section staff provided spill response guidance and information on how to contact the department’s spill reporting hot line.  During the staged exercise, the EER section staff provided oversight and direction.  State parks staff identified areas at the parks to practice building containment dams and placing straw and underflow dams in an effort to contain a fuel spill.  Incident command was also practiced with state parks staff interacting with local emergency response officials.  A debriefing was held to discuss where improvements could be made and how things would work at their prospective facilities.  Overall, about 100 DSP employees attended the three events.
