Technical Review of International Paper Co.'s Hazardous Waste Permit Application

The Missouri Department of Natural Resources has begun a technical review of a hazardous waste permit application submitted by International Paper Co. in March 2004. The facility is located at 2609 S. Rangeline Road in Joplin. International Paper submitted this application for renewal of their existing hazardous waste permit for post-closure care, which expired Aug. 22.

The department is inviting the public to review and offer written comments on the permit application until the department issues a draft permit or denies the application. International Paper is an active wood treating facility that treats telephone poles. At one time, the facility contained nine surface impoundments previously used for recovery and waste disposal.  The surface impoundments were closed under the Resource Conservation and Recovery Act (RCRA) closure requirements and guidance. International Paper is currently monitoring and maintaining two landfarms that contain contaminated soil. The soil is contaminated with several wood treatment chemicals. The landfarms were closed and capped, allowing for reuse of the overlying areas. The hazardous waste permit for post-closure includes operation and maintenance of a corrective action program that addresses releases from past operations, including groundwater contamination, and any future releases that should occur at the facility

The public can review and copy the permit application and supporting documents at the Joplin Public Library, during normal business hours, or by appointment only at the Missouri Department of Natural Resources' Hazardous Waste Program, 1730 E. Elm St., Jefferson City.

Anyone may call or write the department at any time to request to have their names placed on International Paper's mailing list. By doing this, they will receive notice from the department or International Paper on any major permitting and cleanup activities at the facility.
