Management Partnership?

The Missouri Environmental Management Partnership, or MEMP, is the program through which the Missouri Department of Natural Resources encourages businesses, local governments, state agencies, educational institutions and other organizations to improve their environmental performance by developing and implementing an Environmental Management System, or EMS.

An EMS is a set of management processes and procedures that allows an organization to analyze, control and reduce the environmental impact of its activities, products and services and operate with greater efficiency and control.

MEMP encourages organizations to voluntarily develop and implement an EMS. Seeking entry is voluntary and an organization may withdraw at any time, but MEMP will uphold generally recognized EMS conformance criteria, which include regulatory compliance and continual environmental improvement.

Why should my organization develop and implement an EMS?
Implementation of EMS programs helps organizations by improving cost control, defining internal procedures and responsibilities, improving public and community relations, meeting vendor certification requirements, reducing environmental liability and improving industry-government relations.

In addition, MEMP has recognition and cooperative programs for organizations that join in the program.  Proper recognition will be given to partners who have exhibited the commitment, resources, and vision it takes to successfully implement and maintain an EMS. An EMS Gatekeeper is assigned to each organization that enters MEMP.  The Gatekeeper provides a single point of contact for all questions regarding program participation.

Through cooperative permitting measures, MEMP may assist participants by providing flexibility in the permitting process or the provision of reports.  MEMP membership also provides a process for resolving some regulatory violations without formal enforcement action.

Although the department is not currently accepting MEMP applications, an EMS remains an important tool to help a facility manage its environmental impacts.  For more information concerning MEMP, contact Keith Bertels at 573-526-4227.
