On May 20, 2013 (weather dependent), Republic Services will start the reinforced concrete pipe (RCP) abandonment construction project. (See the Heavy Construction Schedule included below or see the Construction Schedule website for details on the work to be completed.)  Republic Services is providing a Temporary Housing Program for local residents living near the Bridgeton Landfill during the RCP construction project. For more information about this Temporary Housing Program, please visit the Bridgeton Landfill website at: http://www.bridgetonlandfill.com/ and select the option for Breaking News and Updates.

Heavy Construction Schedule - May 20 - June 14, 2013

RCP Abandonment Plan
Beginning at 7 a.m. on May 20, 2013 (weather permitting) and continuing until completed, Bridgeton Landfill will abandon six reinforced concrete pipes (RCPs).  The owner of the landfill anticipates increased odors during this work. It is expected the work to remove and properly close each of the RCPs will take no more than one to two working days.  For more information on this work, please see the RCP website

Perimeter Collection Sumps
At the same time as the RCPs are being abandoned, the landfill owner will be installing 25 perimeter collection sumps, a part of the new interim capping system. Upon final approval, the interim capping system plan will be available on the Construction Schedule website.

Off-site Air Monitoring Community Response Plan
Due to expected odors during RCP abandonment, the Off-site Air Monitoring Community Response Plan has been developed to be protective of the local community. This plan provides a framework for state and local agencies to coordinate a response to pre-defined air monitoring trigger levels. 

Air Monitoring and Sampling during Heavy Construction
The purpose of the department’s air monitoring and sampling efforts is to evaluate air quality and provide information to residents and businesses in the community surrounding Bridgeton Landfill. For that reason, our equipment and monitoring/sampling focuses on the public’s need for information about potential health effects from exposure to any emissions associated with the subsurface smoldering event at the landfill. The Department of Natural Resources collects monitoring and sampling data and then provides that data to the Department of Health and Senior Services, hereafter DHSS, for health effect evaluation. Below is a table summarizing the department’s various air monitoring and sampling activities.

On May 14, 2013, Missouri Attorney General Chris Koster outlined the terms of a First Agreed Order reached with the Bridgeton Landfill.  Under the agreement the landfill owners will provide temporary accommodations for residents most affected by the odor, and reimburse state agencies for continuous monitoring and sampling of the air and ground at the site.See the following information from the Attorney General’s press conference:

The Missouri Department of Natural Resources continues to conduct field operations from an observation trailer near the Bridgeton Sanitary Landfill. The department continues to operate air monitoring through an AreaRae multi-sensor system that collects data on volatile organic compounds, hydrogen sulfide, carbon monoxide and gamma radiation. The department's subcontractor, SWAPE LLC, is conducting enhanced daily and weekly monitoring and comprehensive air quality sampling at and around the Bridgeton Sanitary Landfill. Additionally, the department's contractor is available to conduct immediate air sampling as needed. See Air Sampling for additional information.
