The purpose of the workgroup is to provide input and advice to the department regarding its development of proposed revisions to the present rule governing the district grant process. Obtaining this input and advice from interested stakeholders is critical as the department develops a proposed rule or proposed revisions to an existing rule. It is important for stakeholders to have the opportunity to make their views and suggestions known so the workgroup and the department can consider them.

Changes to the district grant rule need to be made to resolve conflicts with Senate Bill 225, which passed during the 2005 legislative session and became effective on Aug. 28, 2005. The State Auditor’s Office released in February 2006 its report on the district grant program. Four solid waste districts were included in the audit period. The report contains recommendations about the district grant program that the department intends to implement. The department seeks the advice of workgroup members about procedures that will most effectively implement the State Auditor's recommendations with the least administrative burden to the department and the districts while at the same time safeguard the use of public funds.
