District Roll Call
Chairman Tim Smith called the meeting to order at 1:00 p.m. Roll was called, there was a quorum.
Approval of May Agenda
A motion to approve the May Agenda was made by Harland Mieser and seconded by Bob O’Keefe. The motion carried.
Approval of April Meeting Summary
A motion to approve the April Summary was made by Harland Mieser and seconded by Eric Boggs. The motion carried.
Planners Report
Ms. Tammy Snodgrass provided a reported on the following items discussed at the May Planners meeting.
- Gave an update/reminder about the MORA conference coming up next month
- Earth day was very successful, lots of districts participated.
- Traveling Trash Kit may need to be updated, also talked about how the different districts are using it.
- Several districts shared how they handle major event recycling for things like sporting events, festivals, etc.
- Since the MORA Conference falls in the first week of June there will be no Planners meeting. However, there might be one with the SWAB meeting at the MWCC conference.
Region F Presentation
Phyllis Mieser and Scott Patterson presented a Power Point presentation to SWAB about the West Central Solid Waste Management District. Phyllis provided information about her experience with illegal dumping awareness and her job as an education specialist.
Region Q Presentation
Greg Batson and Eric Boggs presented a Power Point presentation about the recycling efforts in the Ozark foothills Solid Waste Management District area. He spoke about the curbside recycling going on in Poplar Bluff and provided information about their recycling center.
Jonathan Ratlif Presentation
Jonathan is a high school student from Blue Eye High School. He spoke to the board about the organization he started at his high school called TRUTH recycling. This organization created an effective recycling program at the school, with active participation from the community.
Directors Report
Mr. Jim Hull provided information to the board on the following issues:
- Described the different types of illegal dumping, what we are doing to combat it, and the need to look at changing Missouri laws related to dumping
- SB 328 and SB 54 have passed in the Senate and are ready to go to the House floor.
- Performance Audit update: Five districts’ fieldwork has been completed, along with the exit conferences for those districts. The Department is currently in the process of scheduling the next round of field visits for the next six districts.
- In the next fiscal year there are plans to do audits of three landfills and one transfer station that ships waste out of state.
- Assessment Inventories need to be submitted by a few districts. The due date was April 1st
- 3rd quarter allocations are on their way.
- The June SWAB meeting will be held at the MORA conference in Kansas City on June 6th. The July meeting will be held June 26th at 1:30 at the MWCC conference, which is taking place at the Lodge of Four Seasons, Lake of the Ozarks.
- Scrap tire rule revisions must be submitted to the Joint Committee on Administrative Rules by June 1st and the Secretary of State by July 2nd.
- District grant rule revisions must be submitted to the Joint Committee on Administrative Rules by July 2nd and the Secretary of State by August 1st.
