II. Missouri Recycling Information Campaign (Tentative) – Angela Gehlert, MORA will provide an update on this MORA project – what progress has been made and how district’s can assist.
III. Performance Audits – Lynda Roehl of District “P” has some comments from her audit which is at the exit interview stage currently.
IV. National and State Conferences – Several planners have recently attended national conferences (e.g. National Recycling Coalition, North American Hazardous Material Managers Association, SWANA) and MORA and MWCC are planning for their spring conferences. This is a chance for updates and information.
V. District Updates – an opportunity for planners to share information on upcoming or recent events in their districts
VI. Other Discussion Items – an opportunity to talk about areas of interest or concern.
VII. Recommendations for future agenda items – an opportunity for planners to make suggestions for what they would like to see in the way of presentations or topics for discussion (NEED IDEAS FOLKS!)

District Roll Call
Chairman Tim Smith called the meeting to order at 1:00 p.m. Roll was called, there was a quorum.
Approval of November Agenda
A motion to approve the November Agenda was made by Mr. Ron Clow and seconded by
Mr. Lance Hutton. The motion carried.
Approval of October Meeting Summary
A motion to approve the October Summary was made by Mr. Lance Hutton and seconded by
Mr. Drex Rothweiler. The motion carried.
Planners Report
Mr. Matt Harline presented a brief update on the Planners meeting. Approximately 10 district planners attended the November Planners meeting. The following were items of discussion:
• MORA received a grant from EPA and Region L for the Missouri Recycling Information Campaign. Each Region is asked to submit a one-page report on their successes to Angie Gehlert.
• District P reported that their performance audit took approximately 160 working hours.
• Upcoming conferences were announced: MORA – June 5-7 at the Kansas City Clarion and MWCC – June 25-27 at the Lodge of Four Season, Lake Ozark.
Directors Report
Mr. Jim Hull provided an update to the board on the progress of the rule revision. The District Grant Rule Revision was in interagency review, which is now required by Executive Order 02-05. The Departments of Conservation, Economic Development, Health and Senior Services, Agriculture and the Governor’s Office have 30 days to review and comment on the proposed rule. If no comments are received the rule is then filed with the Secretary of State’s Office. A public hearing will be held in March or April.
A Performance audit for Region P is finished, but the report is not complete. Regions B and Q performance audit fieldwork are close to being finished. Regions A, B, D, E, G, I, L, M, P, Q, and T are scheduled to be done in 2007.
Mr. Hull reported that a letter and fact sheets are being sent to schools and universities, reminding them of the proper disposal of construction and demolition waste. A similar letter is also being drafted to send to city and county governments.
Role of Solid Waste Advisory Board
The board discussed the need to hold board meetings more frequently. The majority of the board felt the meetings should go back to 10 per year. Chairman Smith noted that a bylaw change was not required but could be amended to reflect the change.
Mr. Hull asked if the board had a preference for scheduling the public hearing on the revised district grant rule. The board requested that the hearing for the proposed rule revision be held the day before a scheduled board meeting.
SWAB Goals for 2007
The board discussed ways to make each board meeting informative and productive. A schedule was set for members to make presentations to the board. Presentation time approximately 10 minutes and 5 minute for questions. Following is the schedule for 2007:
