Missouri's 303(d) Streams and Lakes

Section 303(d) of the federal Clean Water Act requires each state identify waters not meeting water quality standards and for which adequate water pollution controls have not been required. Water quality standards protect such beneficial uses of water as whole body contact (such as swimming), maintaining fish and other aquatic life, and providing drinking water for people, livestock and wildlife. The 303(d) List helps state and federal agencies keep track of impaired waters not addressed by normal water pollution control programs.

2010 303(d) List Information

On Nov. 3, the Missouri Clean Water Commission approved the list of impaired Missouri waters, with the exception of two water bodies: Wilsons Creek in Greene County and Cave Springs Branch in McDonald County

The commission asked the department to allow additional time for public comment on these waters before including them in the final list.  The department received additional comments from the public, and as a result amended its recommendations for Wilsons Creek and Cave Springs Branch.  The department changed the Wilsons Creek impairment from urban point/nonpoint to urban/rural nonpoint source.   The city wastewater treatment plant is no longer considered a source of bacterial impairment.  The department also removed Cave Spring Branch from the list, previously included for impairment due to nutrients.

2008 303(d) List Information

Final 2008 Missouri 303(d) List
On Dec. 16, 2009, the department received EPA's approved Final 2008 Missouri 303(d) List, adding 15 waters to the provisional list submitted to the EPA by the Missouri Clean Water Commission.

This 303(d) List Approved by the Clean Water Commission below was submitted to the U.S. Environmental Protection Agency for approval.  EPA chose to modify the list. EPA’s approved list became the final 303(d) List. Missouri develops the Total Maximum Daily Loads list from the approved list and works on those waters until the 2008 303(d) is completed.

303(d) List/ Water Quality Monitoring Issues Advisory Group

This group will assist the department in identifying the best approach to finalizing the next 303(d) list and in closing the gap on statewide monitoring needs. The group will also recommend a strategy to achieve and maintain timely submittals of 303(d) lists to the U.S. Environmental Protection Agency.

Final 2002 303(d) List Information

The Environmental Protection Agency has reviewed Missouri's proposed 2002 303(d) List of impaired waters. EPA partially approved and partially disapproved the state's 2002 303(d) List.
