Chair Kevin Johnson at 1:10 noted a quorum. The chair called the meeting to order.

Jeff Jaquess read minutes of the December meeting. There were corrections noted. The secretary will amend minutes to reflect changes before placing on the Intranet. A motion to approve the minutes was carried.

New Business:

Gary Heimericks and Billy Garriott want to present a topic at MAC conference about Minority Based Enterprises – Women Based Enterprises (MBE/WBE). Ms. Garriott did a walk-through of her presentation that lasted one hour with questions and answers form MAC members and Mr. Heimericks. Questions include the number of vendors necessary to bid and the answer is three to five. The state should use a three-bid process if the item is over $3,000 dollars. Purchasing staff can use the telephone and obtain bid information according to Mr. Heimericks. If a bid is over $25,000 then the bid must go to both Certified and Non Certified Vendors. Vendors can ask for paper copy of bid if they do not have access to the Office of Administration electronic copy. Ms. Garriott mentions that the Office of Administration has on-line bid documents. DNR staff who process purchase orders and the support staff that key in records need to know how to use the right codes. According to Mr. Heimericks, some bid information has not been provided to all the divisions and individual programs. For the presentation, Mr. Heimericks would like to have a computer set up and walk people through a "bid session" at the Diversity Conference. Mr. Gaffney made the motion with the provision that the course is tailored for a general audience and Julius Johnson seconded the motion to have a talk at Diversity Conference and educate people about MBE/WBE. On January 19, Mr. Heimericks and Ms. Garriott will talk to Executive Staff.

Diversity Conference will have four sessions and need eight rooms. One room for Billy Garriott's lecture and one room for Valerie Johnson and her staff to have a one-day Diversity Training session. The Diversity Training session will be separate from the Diversity Conference except at the opening and lunch sessions on the fist day. Kevin Johnson wants to rewrite Diversity Conference questionnaire. Fill out questionnaire by mid April, and then present it to Executive Staff in late April.

No Subcommittee reports.

There has not been a change in budget. Steven Wyatt questioned how calendars were "farmed" out among the divisions.

In new business the following items were discussed:

The final version of the bylaws has been reviewed. The MAC body will vote in February on the proposed changes and amendment.

Mr. Jaquess will talk to GSRAD graphic artist people about incorporating the motto into our Web pages and on our MAC letterhead.

The secretary will also fax information about the Multi-Cultural Opportunity Festival 2001, Juanita K. Hammons Hall for the Performing Arts, 525 Hammons Parkway, Springfield, MO. Please contact Samuel Knox, President, Unite of Southwest Missouri, Inc. 417-864-7444 for more details. People needing faxed the information were Bonnie Banks, Denise Evans, Tanya Black and Julius Johnson. G. Lawson Penny said the he would represent DNR and MAC at the event.

Mr. Jaquess is still working on the photos and captions for the EPA, Lincoln University and Department of Natural Resources Memorandum of Understanding (MOU) web page.

The next MAC meeting will be a "walk-through" on March 5 at Ramada Inn.

Denise Evans needs to know about how many events and conferences that MAC attends on behalf of the department. Ms. Evans, Kevin Johnson and Bob Mesa would like this information.
