G. Lawson Penny opened the meeting with a report on "Ad Firm Makes Game of Rewarding Employees," a newspaper article from The Kansas City Star.

Penny gave the requirements for students to receive DNR’s education scholarship. Department of Natural Resources' director Steve Mahfood said this process would be more structured in the future.

It was noted membership and recruiting have been declining. Without a quorum, we can’t conduct business. There have been no Division of Administrative Support (DAS) reps in attendance since last year. Mahfood wants Gary Heimericks, director, Division of Administration Support, to e-mail him regarding his e-mail for Multicultural Affairs Committee (MAC) participation from DAS.

The Diversity Conference was discussed, and concern was voiced about the drop in attendance the second day. Penny discussed the past and projected budget for the conference. Bob Hentges discouraged against moving the conference outside Jefferson City because we might lose our support base. Members voiced reasons for and against keeping the conference at Lincoln University. Penny stated the projected revenue generated from the conference to be put toward the scholarship fund was $2,500.

Later, the majority voted to have the conference at Lincoln University next year.

Mahfood mentioned he would work with divisions to get support for MAC. The DNR Employee Advisory Council (EAC) and the MAC relationship is still in the negotiation process.

Penny proposed to have DAS pay MAC bills.

Appropriation of revenue generated from MAC was discussed. Penny will check with Heimericks via Walter Pearson, director of business and urban affairs.

MAC discussed having a section in Inner Resources magazine.

There was much discussion on how to reflect a positive attitude about DNR to potential employees and the public at large.

Richonia Freeman recommended another meeting be called to elect officers. The recommendation was amended because the bylaws require elections in June. It was then decided to have the election by mail with votes being sent to Richard Gaffney.

MAC's Budget and Planning Committee will meet at 4:00 p.m. June 17, 1999 at Environmental Improvement and Energy Resources Authority (EIERA) to discuss the budget before the DNR Executive Staff meeting Friday, June 18, 1999.

Kevin Johnson will have the Diversity Conference information available at the next meeting.

The meeting was adjourned at 12:50 p.m.
