Department accepts public comments on proposed air permit for EFCO -- A Pella Company

JEFFERSON CITY, MO, DEC. 28, 2009 -- The Missouri Department of Natural Resources invites the public to review and comment on a proposed air pollution construction permit for EFCO - A Pella Company in Barry County. The department will hold a public hearing at 7 p.m. on Thursday, Jan. 7, at the Monett Chamber of Commerce, 200 E. Broadway St. in Monett.

The department will accept comments on a permit modification to EFCO's operation including installation of a regenerative thermal oxidizer, or RTO, on all existing paint line spray booths and ovens and enclosure of each flash-off area between spray booths and the curing oven to capture all Volatile Organic Compound or VOC emissions from the painting operation. VOCs contribute to the formation of ground-level ozone, a lung irritant and pollutant of concern in Missouri.

This permit is being issued in accordance with the Settlement Agreement between the Missouri Attorney General's Office, the Missouri Department of Natural Resources and EFCO Corporation that was finalized on April 5. In addition, EFCO is planning to install a manual, off-line spray booth and cure oven for rework and small parts painting which will also be controlled by the RTO.

Those interested in speaking at the public hearing must request to speak in advance of the hearing. If the department does not receive requests to speak at the public hearing by noon on Tuesday, Jan. 5, the department will cancel the hearing. The public may also submit written comments to the department regarding any relevant information, materials and views in support of or in opposition to the proposed amendment.

The department has reviewed the construction air permit application, also known as a Prevention of Significant Deterioration application, from EFCO - A Pella Company. The department's preliminary determination is to approve the application with conditions.
