Gov. Nixon announces $4.6 Million in Recovery Act funds awarded for Energize Missouri Communities in St. Louis area and northeast Missouri

JEFFERSON CITY, MO, MARCH 26, 2010 -- Gov. Jay Nixon today announced the Missouri Department of Natural Resources’ Energize Missouri Communities has offered $4,660,627 in grant awards to 21 communities or counties in the St. Louis area and northeast Missouri for energy efficiency projects.
Funded by the American Recovery and Reinvestment Act of 2009, Energize Missouri Communities offered a total of $11.3 million in grant awards to 58 communities or counties throughout Missouri. The Recovery Act provides significant funding to assist communities and counties with projects that meet specific program goals to reduce energy use, create and retain jobs, and reduce fossil fuel emissions.
Early estimates show that 105 jobs will be created as a result of Energize Missouri Communities funding. Completion of the funded projects will save Missouri communities and counties more than 47.7 million kilowatt-hours of energy per year and reduce CO2 emissions by 11,657 tons, the equivalent of removing 2,022 cars from the roads.
The department issued the grant awards in four program areas: Public Building Energy Efficiency Retrofits, Green Streets, Special Community Initiatives and Water and Wastewater Treatment Efficiency.
- The Public Building Energy Efficiency Retrofits program area is designed to help units of local government reduce energy use and improve the energy efficiency of public buildings by conducting retrofits to building energy systems.
- The Green Streets program area is designed to encourage municipalities to partner with local businesses and building owners to aggregate the effects of implementing energy efficiency projects, encourage economic development and reduce greenhouse gas emissions.
- The Special Community Initiatives program area is designed to capture beneficial energy efficiency and conservation projects at the community level such as; implementing technologies to capture landfill gas, incorporating energy efficiency practices into construction of government buildings, or installing renewable energy technologies.
- The Water and Wastewater Treatment Efficiency program area is designed to help municipal utilities reduce energy use and operating costs by conducting energy audits and implementing energy efficiency projects.
St. Louis area and northeast Missouri communities or counties receiving funding, the amounts and description of the project are listed below:
Ballwin, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $121,650 for replacing lighting and HVAC systems at Ballwin's City Hall and Manchester's City Hall.
Clayton, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $212,046 for replacing HVAC equipment and interior and exterior lighting. Proposed work is in conjunction with overall building renovation and achieving Leadership in Energy and Environmental Design (LEED) Silver Certification.
- Special Community Initiatives grant award of $661,500 for installing a solar photovoltaic (PV) system at the city’s Police Department.
Cottleville, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $191,158 for implementing lighting and HVAC retrofits for St. Charles Community College.
- Green Streets grant award of $46,574 for conducting energy audits and installing energy efficiency retrofits at seven businesses in the business district.
- Water and Wastewater Efficiency grant award of $232,267 for eliminating infiltration to the wastewater treatment plant for the Duckett Sanitary District Manhole Cover Replacement Project.
Creve Coeur, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $246,873 for implementing lighting retrofits at 45 municipal buildings for 15 partnering cities in St. Louis County.
Florissant, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $154,565 for retrofitting a boiler and installing temperature controls at nine municipal buildings including the Eagan Center, the JFK Recreation Center, City Hall and others.
Hazelwood, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $97,889 for updating lighting systems at all city buildings and installing new LED street lights and HVAC controls at municipal buildings.
Ironton, city of
- Water and Wastewater Efficiency grant award of $15,000 for conducting an energy audit and smoke testing service mains for the water treatment plant.
Lake St. Louis, city of
- Green Streets grant award of $67,235 for replacing old street lights with induction street lights.
Manchester, city of
- Special Community Initiatives grant award of $39,489 for installing photovoltaic (PV) panels at the Manchester’s Public Works and Ballwin’s City Hall.
Monroe, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $8,962 for upgrading the HVAC system at Monroe City Police Station.
- Water and Wastewater Efficiency grant award of $254,078 for replacing pumps, blowers and aeration equipment at the wastewater treatment facility.
O'Fallon, city of
- Green Streets grant award of $9,053 for replacing old street lights with induction street lights.
- Water and Wastewater Efficiency grant award of $352,843 for replacing blower and diffuser equipment at the wastewater treatment plant.
Pacific, city of
- Water and Wastewater Efficiency grant award of $93,750 for replacing blower equipment at the wastewater treatment facility.
Palmyra, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $22,597 for updating building operating systems.
Rolla, city of
- Water and Wastewater Efficiency grant award of $337,068 for replacing blower equipment at the Rolla Southeast Wastewater Treatment Plant.
Sullivan, city of
- Public Buildings and Energy Efficiency Retrofit grant award of $15,129 for retrofitting lights at public safety buildings.
St. Francois County
- Public Buildings and Energy Efficiency Retrofit grant award of $65,763 for upgrading lighting and HVAC systems for county buildings and for project partner city of Iron Mountain Lake.
St. Louis County
- · Special Community Initiatives grant award of $964,525 for implementing a measurement and verification plan for St. Louis school district.
St. Peters, city of
- Water and Wastewater Efficiency grant award of $91,565 for replacing seven pump motors and installing a water reservoir pump at the water treatment plant.
Ste. Genevieve County
- Public Buildings and Energy Efficiency Retrofit grant award of $271,437 for replacing 7,500 existing lights with energy efficient lighting and installing occupancy detectors at public buildings.
Sullivan, city of
- Water and Wastewater Efficiency grant award of $72,611 for replacing six pumps at the city's wastewater treatment plant.
Wentzville, city of
- Water and Wastewater Efficiency grant award of $15,000 for conducting an energy audit at the water reclamation center.
The department’s Division of Energy will administer the Energize Missouri Communities grant funds. Grant recipients have until August 2012 to complete their projects.
The department is administering more than $200 million in American Reinvestment and Recovery Act funding to support Energize Missouri projects to create jobs and improve energy efficiencies and renewable energy for Missouri. The department is committed to working closely with communities and counties to assist with funding efforts that support energy efficiency projects as well as provide financial savings.
