Public invited to comment on plan for 2011 clean water fund

JEFFERSON CITY, MO, JUNE 28, 2010--The Missouri Department of Natural Resources is seeking public comments on the 2011 draft Clean Water State Revolving Fund  Intended Use Plan and State Grant and Loan Priority List.

The department will accept comments at a public hearing at 9 a.m., July 7 at the Department of Natural Resources’ Elm Street Conference Center, 1730 East Elm St. in Jefferson City.   The meeting will be held in conjunction with the Missouri Clean Water Commission’s regularly scheduled meeting.  Anyone who wishes to speak should submit a written request by July 2 to the secretary of the Missouri Clean Water Commission, P.O. Box 176, Jefferson City, MO 65102-0176.   Interested parties may also submit written comments on the Intended Use Plan and priority list to the commission secretary at the above address by 5 p.m., July 14.  Written comments and oral public hearing testimony are treated with equal consideration.

Each year, the department prepares a plan describing how it intends to use federal and state funds for the clean water state revolving fund and the state grant and loan program.  The department uses these funds to make low-interest loans and grants to wastewater systems.  

The department anticipates approximately $151 million available this year for financing wastewater systems.  Of this amount, approximately $8 million will be used for additional subsidies in the form of grants for qualifying clean water infrastructure projects.  More than $11 million of the Clean Water State Revolving Fund loans and grants will be used for projects that address green infrastructure, water or energy efficiency improvements or other environmentally innovative activities. These loans help systems improve infrastructure, comply with the federal Clean Water Act and protect and improve water quality. The interest rate on the available loan funds will be approximately 30 percent of the interest rate offered on a market rate loan.
