David Harrison named July 2010 Employee of the Month by Missouri Department of Natural Resources

JEFFERSON CITY, MO, JULY 22, 2010 -- David Harrison has been chosen as the July 2010 Employee of the Month by the Missouri Department of Natural Resources. He is an Energy Specialist III in the department’s Division of Energy in Jefferson City.

Harrison is being recognized for his work on developing and managing the Energy Efficiency and Conservation Block Grant Program, a $12.5 million program that had to be created from scratch in Missouri. The program, made possible by the federal American Recovery and Reinvestment Act, pays for energy-efficiency improvements in buildings in local Missouri communities.

“David displayed exemplary performance and dedication to the new program and his new responsibilities,” said Anita Randolph, with the Division of Energy. “As a result, a complex program was delivered ahead of schedule and it will benefit Missouri local governments and its citizens and businesses with reduced utility bills, reduced energy use, and increased community vitality.”

Harrison accepted the assignment of developing and managing this program with the help of an implementation contractor, selected through competitive procurement, which helped the Division of Energy launch the effort. However, federal time constraints required the department to bring the program online in only 180 days. This made program development efforts, contacting city and county officials to inform them of the new program, seeking proposals to be considered for funding, selecting recipients and then awarding the subgrants a daunting task on a compressed timeline. 

“David’s effective management resulted in Missouri being the first state in the nation to obligate all funds under the Energy Efficiency and Conservation Block Grant Program, and this was accomplished 11 days in advance of the federal deadline,” said Randolph.

Harrison began working for the department in March 1992. He resides in Hartsburg.
