Cape Girardeau receives $39 million for wastewater improvements

The Missouri Department of Natural Resources has awarded Cape Girardeau low-interest loans totaling $39 million to construct a new wastewater treatment facility and rehabilitate a sewer collection system.
The city will use the loans as part of a funding package for construction of a new wastewater treatment facility designed for treating a wastewater flow of 11 million gallons per day at a site located south of Southern Expressway and east of Corporate Circle. The funding package is made up of two loans, one for $35.75 million and another for $3.25 million.
Plans for the new facility include a sewer influent line, an influent pump station with a flow meter, headworks consisting of fine screens and grit removal, a secondary wastewater treatment process, an effluent meter, ultraviolet disinfection, effluent aeration, a service water pump station, an effluent line to discharge the treated water to the Mississippi River, bio-solids handling facilities along with an operations building with a laboratory and other related structures, and pipe work needed in conjunction with the project.
These loans are for the balance of the construction project. The department provided an initial loan of $31 million in June 2012. The combined wastewater projects are estimated to cost approximately $70 million and are expected to be completed by August 2014.
Funding for the loans comes from the Clean Water State Revolving Fund. The fund provides funding to assist communities with infrastructure needs for water quality, wastewater and drinking water. A portion of the funding will be targeted toward green infrastructure, water and energy efficiency, and environmentally innovative projects. This funding will help the city protect its citizens and the environment by making necessary wastewater system improvements.
The department’s Water Protection Program will administer the loan funds and is committed to working closely with communities to assist with funding efforts that support water and wastewater infrastructure improvement projects as well as provide a financial savings.
