MISSOURI AIR CONSERVATION COMMISSION HOSTS PUBLIC MEETING AND HEARING FEB. 2 IN JEFFERSON CITY

JEFFERSON CITY , MO , JAN. 27, 2006 -- The Missouri Air Conservation Commission will hold a public meeting at 9 a.m. on Feb. 2 at the Department of Natural Resources’ Elm Street Conference Center, 1738 E. Elm St., Lower Level, Roaring River Conference Room, Jefferson City.
At this meeting, the commission will hold a public hearing on an amendment 10 CSR 10-6.061 Construction Permit Exemptions. This proposed rulemaking relocates the record keeping requirements of the rule and clarifies the exemption for grain handling, storage and drying facilities.
The commission will vote on a recommendation to adopt a proposed amendment on 10 CSR 10-5.510 Control of Emissions of Nitrogen Oxides. This proposed amendment adds another test method to determine nitrogen oxide emission rates to the list of acceptable emission test methods. With this change, industries will not need to continue requesting agency approval to use the alternate method.
The commission will decide on a variance request from Craig Industries in Shannon County. The department issued an order to Craig Industries on Jan. 13 to stop operating some of its charcoal kilns after failing to upgrade its facility with protective air control devices. The variance requests a nine month extension allowing Craig Industries to operation without protective controls while the facility completes its upgrades. The state regulation upgrades went into effect 1998 and required all charcoal kilns to install emission control devices no later than Dec. 31, 2005. All other charcoal kilns in Missouri have resolved this long-standing situation.
