JEFFERSON CITY, MO, MAY 4, 2006 -- The Missouri Department of Natural Resources is inviting interested parties to comment and attend a hearing on a construction air permit for a proposed expansion at the Continental Cement Company, LLC in Ralls County.

The department has scheduled a public hearing for 6 p.m. on Tuesday, June 6, at the Hannibal Public High School, 4500 McMasters Ave., Hannibal. Interested parties must request in advance to speak at the public hearing. If the department does not receive requests to speak at the public hearing by noon Monday, June 5, the department will cancel the hearing.

The department also invites citizens to submit any relevant information, materials and views in support of or in opposition to the proposed construction. The department must receive any written comments from interested parties by 5 p.m. on June 6. Both requests to speak at the hearing and written comments should be sent to James L. Kavanaugh, Missouri Department of Natural Resources, PO Box 176, Jefferson City, MO 65102-0176, by fax to 573-751-2706 or by e-mail to cleanair@dnr.mo.gov.

The department has reviewed the construction air permit application, also known as a Prevention of Significant Deterioration application, from Continental Cement Company, L.L.C. The department's preliminary determination is to approve the application with conditions. The department has reviewed the proposed application and determined that Continental, operating within the conditions of the permit, will be in compliance with air quality standards.

The application is for the authority to construct a preheater/precalciner Portland cement kiln, underground limestone mine and associated processes. The kiln system would replace its existing wet process kiln. Until the mine is completed, Continental would purchase and operate an existing limestone quarry located just south of Saverton. Increased production capacity would allow the installation to produce 3,300 ton of clinker per day totally 1.2 million tons of clinker annually.

A copy of the revised application, the preliminary determination, and other related materials are available for public review at the following locations. In addition, the preliminary determination is available at the department's Web site at www.dnr.mo.gov/env/apcp/PermitPublicNotices.htm.
