MISSOURI AIR CONSERVATION COMMISSION HOSTS
PUBLIC MEETING MARCH 29 IN WEST PLAINS

JEFFERSON CITY, MO, MARCH 26, 2007 -- The Missouri Air Conservation Commission will hold a public meeting at 9 a.m. on March 29, 2007, at Café 37 in the Walnut Room, 37 Court Square, West Plains.
At this meeting, the commission will hold a public hearing on several proposed actions. The Missouri State Implementation Plan—2007 Kansas City 8-Hour Maintenance Plan for Control of Ozone will be presented. This new state plan is being proposed to meet the Clean Air Act eight-hour ozone standard requirements for the Kansas City Maintenance Area. The plan includes historical data for the eight-hour standard, new air quality monitoring data and a plan for implementing additional control measures if a violation occurs.
A new rule, 10 CSR 10-5.381, On-Board Diagnostics Motor Vehicle Emissions Inspection, will also be presented at the hearing. This proposed rule will establish a decentralized vehicle emissions program in the St. Louis nonattainment area to test 1996 and newer vehicles using on-board diagnostic equipment. Light duty diesel powered vehicles that are 1997 and newer will also require testing. It will eliminate 1995 and older vehicles from the emissions testing process. The state will license auto repair shops to conduct safety and emissions tests. This new rule will replace the two rules currently in place.
The commission will consider adopting amendments to the odor regulations: 10 CSR 10-2.070, Restriction of Emission of Odors; 10 CSR 10-3.090, Restriction of Emission of Odors; 10 CSR 10-4.070, Restriction of Emission of Odors; and 10 CSR 10-5.160, Control of Odors in the Ambient Air. These proposed rulemakings will amend subsections to replace the current, initial screening level of a 5.4:1 dilution ratio for Class IA concentrated animal feeding operation odorous emissions to a 7:1 dilution ratio. The proposed rulemakings will also amend the methods of odor measurement to provide more flexibility in the use of instruments.

The department requests people intending to give verbal presentations on the proposed rule amendments also provide a written copy of their testimony to the commission secretary at the time of the public hearing. The department also will accept written comments until 5 p.m. on April 5.
