MISSOURI AIR CONSERVATION COMMISSION HOSTS
PUBLIC MEETING APRIL 26 IN JEFFERSON CITY

JEFFERSON CITY, MO, APRIL 20, 2007 -- The Missouri Air Conservation Commission will hold a public meeting at 9 a.m. on April 26, at the Department of Natural Resources' Conference Center, 1738 E. Elm St., Jefferson City.

At this meeting, the commission will hold a public hearing on the proposed 2007 revisions to the Missouri State Implementation Plan for the St. Louis 8-Hour Ozone Nonattainment Area. The purpose of this plan revision is to bring St. Louis into attainment of the eight-hour ozone standard and to satisfy the federal eight-hour ozone implementation rule obligations.

An amendment to 10 CSR 10-6.300, Conformity of General Federal Actions to State Implementation Plans, will also be presented at the hearing. This proposed rule amendment would amend the state's general conformity rule to bring it into compliance with the amended federal requirements.

In addition, several actions will be proposed for adoption. The Missouri State Implementation Plan—2007 Kansas City 8-Hour Maintenance Plan for Control of Ozone will be presented. This new state plan is being proposed to meet the Clean Air Act eight-hour ozone standard requirements for the Kansas City Maintenance Area.

A new rule, 10 CSR 10-5.381, On-Board Diagnostics Motor Vehicle Emissions Inspection, will also be proposed for adoption. This proposed rule will establish a new vehicle emissions program in the St. Louis nonattainment area to test 1996 and newer gasoline powered vehicles and 1997 and newer diesel powered vehicles using on-board diagnostic equipment. The state will license privately owned businesses in the St. Louis ozone nonattainment area to conduct the emissions testing.

The department requests people intending to give verbal presentations on the proposed rule amendments also provide a written copy of their testimony to the commission secretary at the time of the public hearing. The department also will accept written comments until 5 p.m. on May 1.
