MISSOURI AIR CONSERVATION COMMISSION HOSTS
PUBLIC MEETING AND HEARING APRIL 24 IN JEFFERSON CITY

JEFFERSON CITY, MO, APRIL 16, 2008 -- The Missouri Air Conservation Commission will hold a public meeting at 9 a.m., April 24, at the Harry S Truman Building, Room 490, 301 W. High St., Jefferson City. 

At this meeting, the commission will hear routine reports from department staff regarding permits, operations and enforcement actions. A public hearing will also be held on an amendment to 10 CSR 10-6.020 Definitions and Common Reference Tables. This proposed amendment will update rule definitions for general maintenance of the rule by adding definitions for stage I/II vapor recovery systems and outstate areas and updating the lists of volatile organic compounds and hazardous air pollutants for consistency with the latest U.S. Environmental Protection Agency lists along with removing unused definitions and making typographical corrections. Outstate is anything outside the Kansas City or St. Louis metropolitan areas.

Amendment 10 CSR 10-6.220 Restriction of Emission of Visible Air Contaminants will also be presented at public hearing. This proposed amendment will remove redundant definitions, remove an outdated exemption for incinerators used to burn refuse in the outstate areas of Missouri, clarify that all sources shall have the opacity of visible emissions determined by one of the test methods in the rule and update the test method for continuous opacity monitoring systems to the latest test method reference.

In addition, the commission intends to continue its discussions on Missouri's odor regulations. A report on the findings of the Carthage Bottoms odor investigation performed by Microanalytics TM will be presented. The commission has spent considerable time and heard many comments on the odor issue and will keep in mind the many views of the odor workgroup participants and Missouri citizens as the commission work toward a solution. The workgroup was composed of representatives from industry, environmental groups, regulatory agencies and other interested parties.

The proposed public hearing documents are available for review at Air Pollution Control Program, 1659A E. Elm St., Jefferson City, or are available on the department's Public Notice section of the Web site at www.dnr.mo.gov/env/apcp/index.html.

The department requests people intending to give verbal presentations on the proposed rule actions also provide a written copy of their testimony to the commission secretary at the time of the public hearing. The department also will accept comments until 5 p.m. on May 1.

Rule proposals considered at this hearing may be adopted by the Missouri Air Conservation Commission as provided for under authority of 643.050, RSMo.
