The Electronic Discharge Monitoring Reports (eDMR) system is used by the regulated community to submit its discharge monitoring reports. This report is a type of wastewater monitoring report that may be required for a facility discharging pollutants from a point source into waters of the United States under the Clean Water Act (CWA). DMRs are submitted monthly, quarterly or semi-annually, depending on the permit conditions listed in the facility's Missouri State Operating permit. 

Accessing eDMR

The eDMR system is accessed through the department's Missouri Gateway for Environmental Management (MoGEM) online portal. You must have a MoGEM account in order to access eDMR. 

Once your MoGEM account is created, you will need to login to the MoGEM online portal to access eDMR. If you need assistance, or are experiencing issues with MoGEM, please fill out a MoGEM App Issues Concern Form. If you have questions or are having difficulties finding what you need in eDMR, contact the eDMR Helpdesk. If for some reason you are unable to use eDMR, you will need to submit an Electronic Discharge Monitoring Report Waiver Request Form MO 780-2692 to the department.

Associating to a Facility

Once a user has an account registered in MoGEM, they will then need to associate to a facility. Each user will have an approved role in the eDMR system for each facility. This role determines what actions the user can take for that specific facility.

  • Organization Official - There must be at least one organization official for each organization. This person must be an authorized person or a duly authorized representative of the organization and should be the first to access the MoGEM portal for an organization. This role is responsible for connecting and managing people in other roles to the facility. This role can sponsor people in other roles; accept or reject pending requests for the organization; and add, edit, certify or sign permit/report information. The organization official will have the ability to eSign documents and approve others to eSign documents. Only an organization official can enter a new organization in Shared CROMERR Services.
  • Certifier - Can add, edit, certify or sign report information.
  • Preparer - Can add or edit report information, but cannot certify it or sign it.
  • Viewer - Can only view report information.

Record Retention

  • The permittee must retain records of all monitoring information for at least three years from the date of the sample, measurement, report or application. This includes the following information and the retention period may be extended by request of the department at any time.
    • All calibration and maintenance records and all original strip chart recordings for continuous monitoring instrumentation
    • Copies of all reports required by the permit and records of all data used to complete the application for the permit
  • Records of monitoring information required by the permit related to the permittee's sewage sludge use and disposal activities must be retained for at least five years, or longer as required by 40 C.F.R. Part 503.
