The purpose of this proposed rule amendment is to correctly incorporate by reference certain ASTM standards, improve rule clarity, correct erroneous data in Table 3.5 and add flexibilities to water well construction requirements. These changes are necessary to properly incorporate reference material pursuant to Chapter 536, RSMo, to ensure clarity, and to remove unnecessary restrictions related to drilling materials.
