The purpose of this proposed rule amendment is to improve rule clarity and remove overly burdensome requirements regarding well construction materials and grouting requirements for wells outside of impact areas in Drilling Area 11. This rulemaking also removes the use of liners as a substitute for casing to construct Area 11 lower aquifer wells within Impact Areas and reduces monitoring requirements for TCE and its degradation products.
