Separate sealed proposals for the construction of the Waste Water Improvements: Contract 1: Wastewater Collections System Improvements and Contract 2: Wastewater Treatment Facility Improvements for the City of Pilot Grove will be received by the OWNER until 2 p.m. on Nov. 12, 2025, at the Pilot Grove City Hall, 213 College Street, Pilot Grove, Missouri, 65276, where at that place and time said proposals shall be publicly opened and read aloud.
Any bids received after such date and time shall be returned unopened.

Obtaining the Bidding Documents
Copies may be obtained at the office of MECO Engineering Co., 2701 Industrial Drive, Jefferson City, Missouri, 65109. The charge for Plans and Specifications shall be $150.00 for either or both sets. There will be no refund for these documents. You may obtain digital access to the project documents at no charge by emailing mecojc@mecoengineering.com.
Instructions to Bidders
Bidders on this Work will be required to comply with the President’s Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications. The owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid security in the amount, form and subject to the conditions provided in the Information for Bidders.
No bids may be withdrawn for a period of 90 days subsequent to the specified time for receipt of bids.

Bidders of this Work will be required to comply with fair share objectives and take the six affirmative steps in accordance with 40 CFR 31.36 (e)(2), which requires the contractor and subcontractors to take steps to meet aggregate workforce goals for minority participation and for female participation. Wage rates paid on construction work for this project shall be at least equal to the prevailing wage rates as determined by the U.S. Department of Labor and the Missouri Department of Labor and Industrial Relations, Division of Labor Standards. The contractor and his subcontractors will be obligated not to discriminate in employment practices. The nondiscrimination stipulations and wage rate determinations are included in the specifications.
